90s vintage black strapless dress with cute cinched side tie details and an uneven fairy-like handkerchief hem! By the brand Truelight, made in USA. Marked as size medium but will fit size small as well (26"-28" waist). Super stretchy! Pinned slightly for the pics. Total length is about 30" at the shortest point and 38" at the longest. No zipper, wiggles on.
